New Procedure for filling in and issuing by the Customs Service of Ukraine of the certificates for transportation (origin) of goods EUR.1 or EUR-MED

On April 3, 2021, the new Procedure for filling in and issuing by the Customs Service of Ukraine of the certificates for transportation (origin) of goods EUR. 1 or EUR-MED came into force. It has been approved by the Ministry of Finance of Ukraine dated March 02, 2021 № 139 (registered at the Ministry of Justice of Ukraine on March 22, 2021 with the № 355/35977). The Order has been published in the Official Newspaper dated 02.04.2021 № 25.

The certificate is issued only if it must be presented during importing into the customs territory of the EU, EFTA, the United Kingdom of Great Britain and Northern Ireland, Montenegro, Georgia and the State of Israel as a proof that the goods(s) of Ukrainian origin meet the requirements of the rules for determining the preferential origin when using the preferential rates of import duty.

The Order includes:

  • procedure of issuing by the Customs Service of Ukraine of the certificate on transportation (origin) of goods EUR-MED for exports of products of Ukrainian origin to the EFTA (European Free Trade Association) (Switzerland, Iceland, Norway, Liechtenstein) and Georgia, which confirms the status of preferential origin of goods using diagonal cumulation;
  • usage of the electronic application of the exporter for issuing of the certificate on transportation (origin) of goods EUR.1 or EUR-MED;
  • issuing of the electronic certificate on transportation (origin) of goods EUR.1, if it is provided for by the international free trade agreement;
  • introduction on the “Single Window for International Trade” website of a verification service of issuing certificates on transportation (origin) in a form EUR.1 or EUR-MED in real time.

The certificate is issued by a customs official of the State Customs Service of Ukraine during exports of good(s) at the place of its (their) customs clearance or after exports of good(s) at the place of customs clearance of good(s) or at the place of state registration of the exporter.

The validity period of the certificate is 4 months.

The certificate is issued for free as soon as possible, but not more than eight working hours after registration of the application in the structural unit of the customs of the State Customs Service of Ukraine, which is responsible for issuing of the certificate.
