The press service of the Ministry for Development of Economy, Trade and Agriculture informs that on November 20, 2019 the Government supported the draft law aiming at agreeing on a new draft of the Customs Tariff of Ukraine.
Current customs duty of Ukraine is based on the Harmonized System of 2012 version. At the same time starting from January 1, 2017 the majority of countries, including the largest trading partners of Ukraine (the EU, Turkey, China, the USA, Switzerland, Belarus) do tariff and non-tariff regulation on the basis of the Harmonized System of 2017 version.
Due to this fact, Ukraine faces a range of complications related to differences in product codes during customs clearance of products imported into Ukraine, or when comparing customs statistics of Ukraine and its trading partners.
The draft of the Customs Tariff of Ukraine is based on the new version of the Ukrainian Classification of foreign economic activity goods, which is created on the basis of the Harmonized Commodity Description and Coding System of 2017 and the Combined Nomenclature of the European Union.
In particular, the draft of the new Customs Tariff of Ukraine technically changes the classification of individual goods by combining several codes into one and does not provide for changes in import duties on goods.
Also, the draft Law will help to accelerate and simplify the procedure of customs clearance of goods, adapt the statistical system of Ukraine to international methods, standards and classification.
