Verkhovna Rada of Ukraine adopted amendments to the Customs Code to simplify the process of declaring goods

On July 27, the Verkhovna Rada of Ukraine adopted in the second reading the draft law "On amendments to the Customs Code of Ukraine regarding the regulation of the procedure for drawing up customs declarations for goods that are classified within one commodity item according to the UCT of the Economic and Monetary Union, in accordance with the Customs Code of the European Union."

The changes to the Customs Code offered by the Ministry of Finance simplify the process of declaring goods for businesses. The simplification of declaration consists in the fact that it is possible to group goods with similar characteristics under one code and provide their complete description in one column of the customs declaration.

Unlike the norms existing in the Customs Code, which did not work properly, the law proposes to implement the European rules that goods can be grouped only with similar characteristics (within one commodity item of the UKTZED).

In particular, Article 267 of the Customs Code is set out in a new version, and Article 280 is supplemented by the following norms:

at the request of the declarants, a simplified declaration of a batch of goods classified in different commodity subheadings according to UKTZED is allowed under one classification code, provided that this code corresponds to the highest duty rate within one commodity item of UKTZED;

such simplified declaration will now also apply to exports;

for the purposes of applying this rule, the specific rate of duty will be recalculated into the ad valorem rate for paying the duty at the highest rate.
