Ukraine lost €2 billion in agricultural exports due to changes in trade with the EU

In 2025, due to changes in trade rules with the EU, Ukraine was unable to export agricultural products worth €2 billion to external markets, of which 95% were not delivered specifically to the European market.

2025 was rich in formats of cooperation between Ukraine and the EU. For the first time in history, Ukraine had three trade frameworks with the EU. The first was the Autonomous Trade Measures (ATM), i.e., unilateral preferences introduced by the EU to support Ukraine. They were in effect until June 2025. The second was a transitional period after the end of the ATM, which lasted 5 months. The third came into force on October 29, 2025.
