In July 2025, Ukraine’s imports of lubricating materials reached the highest level since August 2024. Import volumes increased by 27.7% compared to June of this year and by 26.7% compared to July of the previous year.
In terms of supply structure, volumes were almost evenly split between large industrial batches and packaged products for the retail market.
Overall, in the first half of 2025, Ukraine imported 97.7 thousand tonnes of oils and lubricants, which is 2.6% less than in the same period of the previous year. The relative decrease is attributed to record-high volumes in March and April 2024, at 17.9 thousand tonnes each.
The total import value before customs clearance in July increased by 19.4% compared to the previous month and by 23.4% compared to July 2024. The average customs value of oils and lubricants in wholesale batches was $1,060 per tonne (down $55 per tonne from June). The cost of packaged products was $3,501 per tonne (down $179 per tonne). On average, a tonne of lubricating materials in July cost $2,265.
In the import structure by purpose, base and industrial oils dominated, accounting for 59.0%, while the average for the first half of 2025 was lower at 50.4%. Motor oils accounted for 33.5% of imports, transmission and gear oils 5.9%, electrical insulating oils 0.9%, and greases for spot application made up the remaining 0.8%.
