During the first official visit to Ukraine by Nadia Calviño, President of the European Investment Bank (EIB) Group, agreements were signed for support programs with a total budget of approximately 1 billion EUR.
“This is my first official visit outside the EU since taking office as President of the EIB Group last year. Supporting Ukraine is a top priority, and I am pleased to be here to announce new major projects for SMEs, energy, water supply, and other services that will help people continue their daily lives, support the country’s economic stability, and lay the foundation for a stronger Ukraine on its path to EU membership. Today, we have signed important agreements with both the government and key Ukrainian banks to mobilize around 1 billion EUR in investments,” said the EIB Group President.
As part of the Facility program, four projects worth 420 million EUR were signed. These projects include 100 million EUR for “Ukraine Recovery III,” 100 million EUR for “Restoration of Ukraine’s water supply,” and 100 million EUR for “Centralized heating of Ukraine,” which will be channeled through UkrEximBank. These initiatives aim to ensure that millions of Ukrainians in over 100 communities have access to heating, water, hospitals, schools, and housing for internally displaced persons.
A loan of 120 EUR million will be used to support and restore Ukrhydroenergo.
500 million EUR will be directed to support SMEs. This assistance combines a 100 million EUR loan and guarantees aimed at unlocking approximately 400 million EUR in lending to SMEs through key Ukrainian banks, including UkrEximBank, ProCredit Bank, and Ukrgasbank.
A 40 million EUR loan will be provided to introduce the EU’s single emergency number 112 and a nationwide call system to improve public safety, which will be supplemented by an EU grant in the amount of 12 million EUR and funding from member states under the “EU for Ukraine” fund.
The EIB also signed a 16.5 million EUR grant from the German government with the Ministry of Development to promote renewable energy. The grant is provided through the EIB’s International Climate Initiative Fund and is part of the Ukraine Energy Rescue Plan announced by the EIB in October 2024.
