Since Ukraine joined the Convention on the common transit procedure (NCTS) and the implementation of the common transit procedure began on October 1, 2022 (known as the “customs visa-free regime”), Ukrainian customs authorities have processed 136.2 thousand transit declarations (107.2 thousand for departures and 29 thousand for arrivals).
A significant milestone was Ukraine’s transition to the updated version of the IT system for the common transit procedure, NCTS Phase 5, in April 2024. Ukraine was among the first countries participating in the Convention to adopt NCTS Phase 5.
In 2024, over 94 thousand transit declarations were processed, with nearly 60 thousand utilizing the updated NCTS Phase 5 procedure. Compared to 2023, the total number of processed transit declarations increased by nearly 2.5 times. This indicates that domestic exporters and importers are actively using the common transit procedure. In 2024, the following movements were successfully completed:
73 thousand transit declarations initiated in other countries participating in the Convention;
21 thousand transit declarations initiated by Ukrainian customs authorities.
At the same time, traders are actively using the NCTS system for internal transit. Compared to 2023 (1.3 thousand movements), the number of such operations in 2024 (3.2 thousand movements) increased by nearly 2.5 times.
Regarding guarantees under the common transit procedure in 2024, according to the Convention’s conditions, the Guarantee Management System (GMS) registered 109 general guarantees and 10,151 individual guarantees. As of early January 2025, 89 general guarantees and 5,901 individual guarantees remain valid, with a total guaranteed amount of nearly €759.5 million.
