In order to comply with the EU phytosanitary measures, from 1 November 2025 the issuance of phytosanitary certificates and phytosanitary certificates for re-export in paper form will be discontinued.
For exporters of regulated articles subject to regulation that will import cargoes into EU countries, the number and date of the issued electronic phytosanitary certificate (ePhyto) will additionally be provided.
Due to Ukraine’s accession to the international centralized information system ePhyto HUB, which ensures the exchange of phytosanitary certificates and phytosanitary certificates for re-export (ePhyto), regulated articles included in the List of regulated articles for the purposes of import, export and re-export are exported outside the customs territory of Ukraine accompanied by a phytosanitary certificate or a phytosanitary certificate for re-export issued in electronic form.
In accordance with Article 46 of the Law of Ukraine “On Plant Quarantine”, originals of the phytosanitary certificate and the phytosanitary certificate for re-export are issued by the state phytosanitary inspector:
- in paper form – if required by the phytosanitary measures of the country of destination;
- in electronic form – in all other cases, including at the request of the person.
At the same time, the State Service of Ukraine on Food Safety and Consumer Protection received a letter from the European Commission stating that when phytosanitary certificates are transmitted through the ePhyto HUB system to the TRACES NT system, EU Member States accept only electronic phytosanitary certificates (ePhyto).
