Information on licensing of export and import of goods

In order to ensure the rapid issuance of export (import) licenses under martial law and to reduce the financial burden on economic entities in Ukraine

in accordance with the resolution of the Cabinet of Ministers of Ukraine dated March 10, 2022 № 241 “On amendments to the resolution of the Cabinet of Ministers of Ukraine dated May 18, 2005 № 362” the Government of Ukraine has established that until the termination or abolition of martial law in Ukraine, the fee for the issuance of a license for export (import) of goods is not charged.

At the same time we inform about the documents that must be submitted to the Ministry of Economy of Ukraine in order to obtain licenses for export of goods specified in the Annex № 5 to the resolution of the Cabinet of Ministers of Ukraine dated 29.12.2021 № 1424 “On approval of the lists of goods export and import of which is subject to licensing, and quotas for 2022” (amended) (except for anthracite according to UKTZED code 2701 11 00 00).

In order to obtain a license, the applicant - a subject of foreign economic activity submits to the Ministry of Economy of Ukraine in electronic form (on the Unified State Web Portal of electronic services or by e-mail: meconomy@me.gov.ua) the following documents:

application for a license in the form approved by the order of the Ministry of Economy of Ukraine dated 09.09.2009 № 991 “On the procedure for licensing the export of goods”, registered with the Ministry of Justice of Ukraine dated 06.10.2009 № 937/16953;

letter of application for a license;

a copy of the document confirming the foreign trade transaction (if such a document is concluded in a foreign language, the applicant attaches its translation into Ukrainian).
