In August 2025, Ukraine imported 3.75 million tons of foreign goods, a 34.8% increase compared to the same period last year.
The main drivers of this growth were petroleum products, passenger cars, petroleum gases, and coal.
Despite a slight decline in petroleum product imports from 849,000 tons in August 2024 to 836,100 tons in August 2025, revenues increased by UAH 3.42 billion due to higher excise rates. Passenger car imports increased from 37,200 tons to 56,900 tons, contributing over UAH 1 billion in additional revenue. Petroleum gas imports increased from 124,300 tons to 128,100 tons (+UAH 0.94 billion). Coal and anthracite imports tripled from 141,900 tons to 440,600 tons (+UAH 0.51 billion).
Overall, customs payments to the state budget reached UAH 61.86 billion, UAH 10.74 billion more than last year. In dollar terms, this is $1.51 billion, or 15.8% more than in August 2024.
However, the State Customs Service noted that the indicators were negatively affected by a lower than “budget” exchange rate and an increase in the volume of customs duty exemptions.
