The Government of Ukraine has lifted a ban for exports of cattle, its meat and by-products

In accordance with the Order of the Cabinet of Ministers of Ukraine dated April 9, 2022 № 422 the licensing of exports of the following products has been approved: 

  • cattle, alive (UKTZED code 0102);
  • cattle meat, frozen (UKTZED code 0202);
  • meat and edible meat by-products, salted or in brine, dried or smoked; edible flour from meat or meat by-products: cattle meat (UKTZED code 021020).

The First Deputy of the Ministry of Agrarian Policy and Food of Ukraine Taras Vysotskyi said that Ukraine has good prospects for both domestic consumption and exports, including exports of high value-added beef used in HoReCa (restaurants, hotels) or cattle with high breeding potential. Because the domestic market is limited, Ukrainian production is more than domestic consumption, and there is a surplus - about 10%, which can really be exported.

He has added that this is not only the beginning of exports, but licensing, which allows the state to control the balance. If some sphere is developing and there is a surplus - the country allows exports and issues a license, at the same time if it is obvious that Ukrainian people start to consume more of this type of products, then the license will not be issued. This is done in order to ensure the food security of the country. 

Therefore, it is a compromise between critical coverage of the state’s needs in terms of food security, and the opportunity for business development. If there are new markets, new niches, and it does not harm domestic food security, it must be exported in order to receive the foreign exchange earnings. 

Let us remind you that licensing is obligatory for: 

  • wheat and mixture of wheat and rye (meslin) (UKTZED code 100);
  • poultry meat (domestic chicken) (UKTZED code 0207 11-14);
  • chicken eggs (UKTZED code 0407 21).
