The Government has supported changes to the amendments to the Customs Code to simplify customs formalities for groups of goods

On March 17, 2021, the Cabinet of Ministers of Ukraine during the regular meeting approved the draft Law of Ukraine “On amendments to the Customs Code of Ukraine on confirmation by business entities of compliance with measures of non-tariff regulation of foreign economic activity”.

The Draft Law has been developed by the Ministry of Finance of Ukraine together with the State Customs Service of Ukraine in order to implement the paragraph 51 of the action plan for reforming and developing the system of authorities, which are implementing the customs policy, approved by the order of the Cabinet of Ministers of Ukraine dated May 13, 2020 № 569-p.

It is aimed at simplification of the procedure of the customs clearance of goods, which are classified, according to one and the same code in accordance with the Ukrainian Commodity Coding System as the products , on which the laws of Ukraine set prohibitions and / or restrictions on movement across the customs border of Ukraine, are similar in appearance to such goods, but in their physical and chemical properties and characteristics are not the same.

So, the Draft Law eliminates the foreign economic activity entities of the necessity to submit to customs authorities the additional documents, information, and sometimes - to conduct additional examinations to confirm that the goods are not subject to laws of Ukraine, which impose restrictions on the movement of goods through customs border of Ukraine.

It is expected that implementation of this Law will allow to provide support for the international trade by means of the simplification of the customs procedures and development of the customs service for international trade.
