“Customs visa-free” 2025: record year for the common transit system (NCTS)

2025 became a record year for the NCTS common transit system, known as the “customs visa-free”, in Ukraine. At the beginning of the year, all participating countries of the Convention on the Common Transit Procedure transitioned to the new version – NCTS Phase 5. Ukraine successfully implemented these updates, which allowed it to maintain full participation in the system and avoid any disruptions in customs procedures.

In total, nearly 142 thousand transit declarations were processed during 2025 – more than in all previous years of the system's operation combined. Of these, 96.5 thousand movements were started in Ukraine, while 45.5 thousand were completed on Ukrainian territory. The highest activity was observed in the fourth quarter (30.5 thousand T1 declarations from Ukraine) and particularly in December – 10.5 thousand, which became an absolute monthly record.

Separately, it is worth noting the sharp increase in internal transit – by 2.5 times, to 24.5 thousand operations. The number of issued guarantees also significantly increased: 87 comprehensive guarantees totaling approximately 300 million euros (an increase of 51%) and 22,701 individual guarantees totaling 1 billion euros (an increase of 44%).

These figures indicate a substantial increase in business confidence in Ukraine’s digital customs solutions and the country’s successful integration into the European customs area. The record volumes of NCTS usage confirm the effectiveness of the reforms and the approximation of Ukrainian customs procedures to European standards.
