The Cabinet of Ministers has implemented a transition period for cosmetic product market operators

The Cabinet of Ministers decided to postpone the entry into force of the Technical Regulation on cosmetic products until August 3, 2024 and to introduce a transition period for cosmetic product market operators until August 3, 2026.

This is reported by the Ministry of health protection of Ukraine.

Considering the military actions and the potential creation of additional technical burdens on market operators, the Ministry of health protection offered an idea and the Cabinet of Ministers of Ukraine supported, to postpone the entry into force of the bylaws.

The technical bylaws on cosmetic products is a regulatory act that is adopted for the first time. It establishes requirements for cosmetic products on the market of Ukraine, determines the rights and obligations of participants in this market regarding the introduction of cosmetic products into circulation.

The bylaw was developed to improve the quality and safety of cosmetic products by excluding undesirable ingredients from its composition. The document is also designed to harmonize Ukrainian and European legislation, to eliminate administrative and technical barriers to trade with the European Union.
