The invasion of russian troops to Ukraine has disrupted traditional ways of exporting Ukrainian products. As a result of negotiations between the State Food and Consumer Service and the competent authorities of the EU member states and the European Commission, certain changes have taken place in the conditions of transit of products through the EU.

This was reported by the State Food and Consumer Service. Now the transition of export cargo from Ukrainian facilities in transit regime is carried out by automobile and railway through designated checkpoints.

Cargoes with products originating in countries or their separate territories from which products are allowed to be imported into the EU and a certificate for importing products into the EU (Forms of relevant official certificates approved by Regulation (EU) № 2020/2235).

For the certification of controlled cargoes for transit through the EU it is necessary to use the forms of certificates published on the web portal of the State Food and Consumer Services at the link.

We also draw your attention to the fact that EU legislation, namely Regulation (EU) № 2019/2124, establishes the procedure for controlling the transit of products from one third country to another third country through the territory of EU member state. At the same time, cargoes of animal food products must meet the animal health requirements, which are certified in the appropriate transit forms.

Special transit conditions.

In addition to the main checkpoints on the state border with the Republic of Poland and Romania, temporary checkpoints have been set up for railway services, which operate exclusively for transit goods of animal origin - Medica (Shegini) and Viksana (Vadul-Siret), respectively.

Thus, the transit of animal food products to third countries (outside the EU) is possible for categories of goods that are authorized for export to the EU from both approved and unauthorized facilities, subject to compliance with the health requirements of the relevant forms of certificates. For the categories of goods that are not allowed to be exported to the EU (beef, pork, meat products, animals alive, etc.) and therefore cannot be exported in transit through the EU, the European Commission is consulting on certain categories and transit conditions regarding  current EU animal health requirements, the results will be informed later about.
