As of the beginning of June 2026, Ukraine is actively using tariff quotas within the Deep and Comprehensive Free Trade Area with the EU (DCFTA).
The highest level of utilization has been recorded for poultry products, eggs and wheat.
Within the updated DCFTA regime, quotas are administered through two mechanisms – licensing (with distribution by periods: quarter, half-year or year) and on the First Come – First Served principle, when the volume is used as applications are submitted.
In the licensing regime, the greatest load falls on the poultry sector. As of June 1, 2026, quarterly quotas for fresh poultry meat, eggs and egg products have been fully used. This refers to the exhaustion of periodic volumes, not the annual quotas as a whole.
The annual quota for wheat has also been fully utilized, which reflects a consistently high demand for Ukrainian grain on the EU market.
At the same time, for some positions the quota utilization remains partial:
frozen poultry meat – 9.5% of the annual volume;
flour from cereal crops – 24.8%;
milk and condensed milk – 15.8% (semi-annual quota);
skimmed milk and cream in powder – 34.9%;
butter and other milk fats – 13.1%.
