Ukraine has significant potential for the development of aquaculture. However, today about 80% of fish products on the domestic market are imported. For this reason, the development of domestic aquaculture is one of the important areas for strengthening food security, supporting the regional economy, and creating new jobs.
This was stated by Iryna Ovcharenko, Deputy Minister of Economy, Environment and Agriculture of Ukraine, during the roundtable “Support for Aquaculture: Increasing Biodiversity, Sustainable Development of Regions, and Providing the Population with Quality Fish Products.”
The development of Ukrainian aquaculture contributes to strengthening the country’s food independence, reduces dependence on external supplies, and supports the economic development of communities. Local fish production also ensures a shorter path from producer to consumer, which has a positive impact on product quality and environmental sustainability.
During the event, discussions also focused on the government program of financial assistance for aquaculture entities engaged in breeding, keeping, and growing freshwater fish. While in 2025 the support was available only in de-occupied and war-affected territories, the program now operates across the entire territory of Ukraine.
State support for the fisheries sector in 2025–2026 includes both financial instruments and measures to stimulate product sales.
