The Government of Ukraine has introduced significant changes to the procedure for licensing export operations for 2026. The main innovation was the lifting of restrictions on the export of scrap metal purchased through state auctions at the end of last year. Now, winners of state-owned enterprise property tenders can obtain licenses outside the general zero quotas by submitting the relevant protocols and contracts to the Ministry of Economy.

Along with this, control over sugar exports to the EU and grain exports to neighboring countries remains in place. In particular, the sugar quota is 100 thousand tons and is distributed among producers based on their performance for the previous year.

These changes are provided for by the resolution dated April 29, 2026 No. 563.
