At the initiative of the Ministry of Development, the Cabinet of Ministers of Ukraine adopted a resolution on simplifying the working conditions for international carriers and preventing the duplication of procedures during the technical control of trucks. It concerns the procedure for trucks performing transportation under permits of the European Conference of Ministers of Transport (ECMT).
The decision provides for the integration of inspections for obtaining an ECMT certificate into the mandatory technical control procedure. From now on, carriers do not need to undergo 2 separate inspections – one technical inspection is sufficient, which confirms compliance with both national and international requirements.
This will significantly reduce the administrative burden, time and costs for business. For the latest distribution of ECMT permits, more than 21 thousand trucks were submitted. For this, they all had to undergo the technical control procedure for ECMT, which in fact duplicated the processes.
Now, any accredited entity that conducts such an inspection will be able to issue the certificate. Previously, it was issued only by one state-owned enterprise. In fact, the resolution opens up the market for technical control services.
The document also implements the provisions of Directive 2014/45/EU, in particular, it introduces unified approaches to assessing the technical condition of vehicles, classification of defects (minor, major, dangerous) and clear rules for their operation. Thus, the technical control system in Ukraine becomes compatible with the European one.
It is important that the ECMT certificate will now be issued directly based on the results of the technical inspection, and all information will be entered into a single state database. This increases transparency, simplifies control and minimizes the possibility of abuses.
