The Cabinet of Ministers of Ukraine approved the list of goods whose export and import in 2026 are subject to licensing, as well as the quota volumes, including for supplies to EU countries.
In particular, the document provides for the export of sugar to the EU within a quota of 100 thousand tonnes. The quota volume is distributed by the Ministry of Economy, Environment and Agriculture among exporters in proportion to the actual volumes of sugar production for January–December 2025. Information on production volumes, along with supporting documents, must be submitted to the Ministry of Economy by January 20, 2026.
In addition, according to the resolution, the export of wheat, corn, rapeseed and sunflower seeds to Bulgaria, Romania, Slovakia, Hungary and Poland is subject to licensing.
