Since January 1, 2016, the State Customs Service has issued 1.5 million movement certificates of form EUR.1 to Ukrainian entrepreneurs.

The presence of such a certificate exempts Ukrainian goods from paying import duties when imported into the countries of the EU, EFTA, Montenegro, the United Kingdom of Great Britain and Northern Ireland, Georgia, and the State of Israel.

In 2025, Ukrainian producers primarily received EUR.1 certificates for goods of plant origin, sunflower oil, sugar, chicken meat, and honey.

The largest number of certificates were issued for exports to Poland (24%), Germany (18%), Romania (8%), Italy (5%), and the Czech Republic (5%).
