Trade agreement between Ukraine and the EU: quotas expanded, but with restrictions

Ukraine and the EU are preparing to sign an updated trade agreement that provides for the expansion of quotas for agricultural products while maintaining protective mechanisms for the markets of EU member states. The agreement is expected to take effect by the end of September 2025.

The document is based on an updated version of Article 29 of the Association Agreement and establishes predictable frameworks for the export of Ukrainian products to the EU. According to the new terms, quotas will increase for cereals (from 1 million to 1.3 million tons), barley (from 350,000 to 450,000 tons), poultry (from 90,000 to 120,000 tons), and sugar (from 20,000 to 100,000 tons).

A separate section of the agreement establishes a safeguard mechanism that allows EU member states to temporarily restrict imports of certain products. Poland has already announced its readiness to use this tool to protect its farmers.

The updated agreement opens up more opportunities for Ukraine in the EU market but also leaves several challenges that the agricultural sector must overcome for full integration into the European economic space.
