Updated E-Cherga rules to take effect from 24 November

On 24 November, the Ministry for Communities and Territories Development of Ukraine will begin the phased implementation of updated rules for using “the E-Cherga” system for freight vehicles.

The aim of updates is to ensure predictable border-crossing times and reduce artificial delays caused by registrations made without the actual intention to carry out transportation.

Key changes include:

Limited queue extensions: each truck will be allowed to extend its queue position only once within a 60-day period. As before, users may choose the extension duration – 4, 6, 8 or 10 hours.

Introduction of liability for systematic violations of E-Cherga rules. Trucks for which defined violations are recorded will be barred from creating a new queue for 14 days.

Violations include: cancelling a queue twice in a row while in the entry to the checkpoint status; failing to arrive at the checkpoint twice consecutively; cancelling a queue twice within 30 days.

What problem do the new rules address?

The system regularly records a large number of tracks that: register “just in case” without any intention to cross the border; repeatedly extend arrival times or cancel the queue positions while already in the “entry to checkpoint” status; fail to arrive at the checkpoint at all.

Such actions lead to artificial queue inflation, unpredictable traffic flow, delays, and sudden queue acceleration (especially on weekends), worsening conditions for bona fide carriers.
