Ukraine and Poland started exchanging technical-level letters regarding the introduction of an export licences

Licensing means that the exporter submits an application to the Ministry of Economy, then it is submitted to the Ministry of Agrarian Policy, and the Ministry of Agrarian Policy receives approval from, for example, Poland. And after approval, a license is issued. This means that export volumes are simply tracked and who the counterparties are, but this is not the issue of a quota.

Regarding licensing, Ukraine has a positive experience with Romania and Bulgaria. Romanians and Bulgarians did not introduce an embargo back in September last year, but they agreed to this licensing process with Ukraine.
