Ukraine and the European Union extend “transport visa-free regime”

On September 25, Ukraine’s Ministry of Development and the European Commission agreed to extend the Agreement on the Liberalization of Freight Transport for 15 months. Thus, the “transport visa-free regime” will remain in effect at least until March 2027. This means that Ukrainian and EU carriers will continue to not require special permits for bilateral and transit transportation.

The extension of the Agreement does not involve the introduction of updated implementation rules. Carriers from Ukraine and EU countries must comply with the liberalization regulations, including truck labeling, possession of a license, and cargo documentation.

As part of the Agreement’s extension, Ukraine has committed to further implementing transport regulations in line with its Euro-integration obligations. By the end of 2026, Ukraine must implement key provisions regarding the business reputation of companies, the use of smart tachographs, and the training of transport company managers.
