In accordance with their functional powers, the customs authority issue certificates for the transportation EUR.1 for the export of goods of the Ukrainian origin. If there is a certificate of import in the European Union, goods are exempt from import duties, which allows Ukrainian businesses to be competitive in foreign markets.

For the period of martial law imposed by the Decree of the President of Ukraine of 24.02.2022 № 64 “About the introducing of martial law in Ukraine”, in order to prevent delays in customs clearance of export and ensure access of Ukrainian goods to foreign markets on preferential terms, the Chairman of the State Customs Service under personal responsibility had the order to provide a simplified procedure for issuing certificates of transportation EUR.1 on the basis of the exporter's form with the possibility of providing documents on the origin of goods from Ukraine (manufacturers' declarations) when the martial law is abolished if required by the EU customs administration.
