The Ministry for development of economy, trade and agriculture of Ukraine passed the order “On approval of the inspection, revision methods, including sampling and conduction of the phytosanitary inspection (analysis)” for the products of vegetable origin, seeds and alive plants. The Order determines:

1) methods of inspection, revision, including sampling, depending on the object, the way of its transportation and storage;

2) the procedures of the excavations (samples) taking from the controlled objects, depending on their type and the inspection method;

3) the ways of creation and sizes of the combined and average samples of the controlled objects;

4) sizes of the samples of the controlled objects for conduction of the phytosanitary inspection;

5) the phytosanitary inspection methods and the mechanisms of their application.

The Deputy Minister Serhii Hlushchenklo has said that they have made one more important step, talking about the phytosanitary procedures reforming, which move Ukraine closer to the European and international standards!

The order reduced the size of samples, which must be taken during the inspection of the controlled objects, because when using modern equipment and selection methods, the volumes set before in the DSTU are not justified. He has also added that reduction of the size of the samples should reduce the burden and costs for business.

The requirements of the order are based on the provisions of the:

1) International standards for phytosanitary measures (ISPM) № 23, № 27 and № 31 (cutt.ly/pxkExvA);

2) Standards of the European and Mediterranean Plant Protection Organization RM 3 and RM 7 (cutt.ly/MxkWQFr);

The Order will enter into force on the day of its official publication, which will take place on March 26, 2021.
