A business that works to ensure the security and defense needs of Ukraine will be able to receive a number of services of the State Export Control Service in electronic form. This is provided for by the procedure for the implementation of the experimental project on the implementation and ensuring the functioning of the information and communication system in the field of state export control (ICSEC). The initiative of the Ministry of Economy and the State Export Control Service regarding the introduction of an experimental project was supported by the Cabinet of Ministers at its meeting.

According to the decision of the Government, the experimental project on the implementation of ICSEC will be implemented within two years. As part of the project, it is planned that the State Export Control Office will provide electronic services for the registration and issuance of:

● certificate of registration of the subject of international transfers of goods of military purpose and dual usage;

● conclusions on temporary import or export of such goods, their transit through the territory of Ukraine;

● permission to export or import goods of military purpose and dual usage;

● a conclusion on conducting negotiations related to the conclusion of foreign economic agreements.

The information and communication system in the field of state export control is a localization of the software product "Stratlink", which was developed with the financial and organizational support of the Program on border security and export control of the US Department of State. The system has reliable protection and, in particular, will allow:

• maintain communication with the State Export Control on the status of submitted documents, receive information on the results of consideration of submitted materials, and in the future, permit documents directly in electronic form.
• receive information and recommendations on further actions when considering the application. In particular, provide additional materials or clarifying information, receive an invoice for payment of services, confirm payment, etc.
• submit reports on the use of permit documents.

It is planned that the "Registration", "Export" and "Import" services will be available to entrepreneurs as early as March 1, 2024, access to the rest of the services will be added over the next 6 months.

Entrepreneurs who have passed electronic identification and have the appropriate level of access to data and information in the system will be able to access the services in their own cabinet at the State Export Control website. The participation of business entities in the project will be voluntary. That is, if they wish, they will be able to receive relevant public services also according to the traditional procedure, by submitting documents in paper form. At the same time, submission of original warranty documents in paper form remains a mandatory requirement in all cases.
