The Government has introduced quotas for buckwheat exports by July 1

The Ministry for Development of Economy, Trade and Agriculture of Ukraine informs on its Facebook page that the Cabinet of Ministers of Ukraine at its extraordinary meeting has approved a resolution, which prohibits the buckwheat exports till July 1.

 According to this information, the resolution introduces the temporary (by July 1, 2020) regime of licensing and quotas for the exports of buckwheat and buckwheat grain (without shell). In particular, a zero quotas for the above mentioned products have been introduced (according to codes 1008 10 00 00 and 1104 29 17 00 from the Ukrainian Classification of Goods for Foreign Economic Activity (UCGFEA).

As it has been specified, the corresponding changes are made in Annex 1 to the Decree 1109 “Quota volumes of goods, exports of which is subject to licensing in 2020”.

The Ministry emphasised that the prohibition of the buckwheat exports is a temporary measure, which is necessary for protection of the internal market. They reminded that Belarus, Russia and Kazakhstan have temporarily closed their borders for the buckwheat exports.

The Ministry assures that at the moment the situation in the Ukrainian internal market is stable. The Government communicates with the producers and retailers all the time.

They have also added that Ukraine is going to negotiate with the main countries-producers the removal of bans in order to maintain international food security and restore normal international trade conditions. Moreover, the Ministry asks the Ukrainian agricultural enterprises to increase the crop acreage of buckwheat.
