The Ministry of Agriculture and Forestry of the Republic of Turkey is strengthening phytosanitary controls on the import, export, re-export and transit of plants and plant products, including wheat from Ukraine, starting from 4 August 2026.

The tighter requirements are linked to the Turkish side’s adoption of a new Plant Quarantine Regulation, which repeals the previous Quarantine Regulation.

As wheat imported into the Republic of Turkey is a host plant for the following harmful organisms: Tilletia barclayana, Tilletia indica, Tilletia caries, Tilletia controversa and Tilletia laevis (synonym: Tilletia foetida), the Republic of Turkey has intensified controls aimed at detecting these harmful organisms in wheat consignments.

If the said harmful organisms are detected during laboratory testing, Ukrainian exporters will not be issued a phytosanitary certificate, and the corresponding consignment will not be allowed entry into the territory of Turkey.
