Ukraine’s Export Strategy until 2030 was presented during the Second International Trade Forum. The program aims to increase exports of goods and services to $85 billion, raise their share of GDP to 33%, boost exports of high value-added products, and reduce dependence on a raw-material-based economic model.
The strategy envisages increasing the share of service exports to 25% and reducing the share of raw materials and low value-added goods to 59%. Implementation of the document will be carried out in two stages.
During the first stage (2026–2028), the focus will be on digitalization, regulatory changes, and attracting investment. The interim target for 2028 is to reach $80 billion in exports, increase the export share of GDP to at least 31.2%, and further reduce the raw-material component.
The second stage (2029–2030) provides for deeper integration into the EU single market, attraction of transnational companies, and the opening of trade representative offices abroad.
The strategy places maximum emphasis on supporting small and medium-sized businesses as one of the key drivers of economic growth. For small producers, the document provides for the launch of grant programs for pre-export preparation within the country and clear coordination of international donor assistance through a single window – the Export Alliance.
To support Ukrainian producers abroad, the online platform “Trade Protection of Ukraine” is being launched. To eliminate fragmented management, each regional state administration will have a dedicated export commissioner, and individual regional plans for the development of foreign economic activity will be developed in each region.
A separate focus of the Strategy is on the development of export logistics. In particular, the launch of regular transportation based on the PJSC “Ukrainian Danube Shipping Company” is planned. This will make it possible to consolidate cargo in the Danube ports and deliver it to major ports for further maritime export. A reform of the railway tariff system in line with the EU market model is also envisaged.
