The document provides that the DREAM state digital ecosystem will become a bank of public investment projects that meet the priorities of national and regional development.

The road map includes:

making decisions about public investments within the framework of strategic and medium-term budget planning and the creation of the Strategic Investment Council;

extension of public investment management procedures to all investment projects related to reconstruction, recovery and development through a single definition of a public investment project;

unification of approaches to evaluation and selection of public investment projects, regardless of funding sources and mechanisms, and creation of a single project "portfolio" to ensure prioritization and access to funding;

assessment by the Ministry of Finance of the financial stability of public investments and enhancing of management of relevant fiscal risks;

capacity building for public investment management at the central and local levels, etc.

One of the priority areas of work provided for in the Roadmap is the creation of a single IT ecosystem based on the updated methodological base for public investment management, which will include the Digital Ecosystem for accountable management of DREAM recovery.

It is considered that DREAM will become a bank of public investment projects that meet the strategic priorities of national and regional development, and will also ensure effective monitoring of their implementation.

In particular, DREAM will outline:

approved list of priority investment projects, carried out by the investment commission taking into account methodological recommendations of the Ministry of Economy regarding prioritization, assessment and selection of projects;

the results of the assessment of investment projects done by the Ministry of Economy and relevant branch ministries;

monthly and quarterly reports on monitoring the implementation of public investment projects;

reports on the completion of projects, which will be available for analysis and consideration during the development of similar projects.
