By Resolution No. 1133 dated October 31, 2023, the Government canceled the list of goods whose export to the Republic of Bulgaria, Romania, the Slovak Republic, Hungary and the Republic of Poland is subject to licensing and approved a new general list of goods (agricultural products) whose export is subject to licensing, namely: wheat and a mixture of wheat and rye (meslin) (UKT ZED 1001); rye (1002); Bbarley (1003); oats (1004); maize (1005); soya beans, whether or not crushed (1201); rapeseed or colza seed, whether or not crushed (1205); sunflower seeds, whether or not crushed (1206 00); soybean oil and its fractions, whether or not refined, but without changing their chemical composition (1507); sunflower, safflower or cottonseed oils and their fractions, whether or not refined, but not chemically modified (1512); rapeseed (rapeseed or colza) or mustard oils and their fractions, whether or not refined, but not chemically modified (1514); cakes and other solid waste and residues resulting from the extraction of vegetable or microbial fats and oils, other than waste of heading 2304 or 2305, whether or not ground, whether or not granulated (2306).

The consideration of applications for obtaining licenses for the export of the specified goods is carried out in accordance with the procedure established by the Ministry of Economy, and subject to the additional submission by the applicant - a subject of foreign trade to the application of a valid VAT payer's certificate and a certificate of opening a bank account by a non-resident (buyer of goods).

Licenses are issued within a period not exceeding 10 working days from the date of receipt of the application.

The export licensing regime does not apply if the subject of foreign economic activity is included in the list of verified subjects of the agro-industrial complex.
