The Verkhovna Rada supported as a whole the draft law «On Amendments to Chapter XXI «Final and Transitional Provisions» of the Customs Code of Ukraine regarding the exemption from import duty of goods used to ensure the storage of grain and/or oil crops."
People's deputy Iaroslav Zheleznyak reported this in Telegram, Ukrinform reports.
«The Council: 7548-1 supported in general (304 votes) the exemption from import duty taxation of sacks, sleeves for storing grain and oil crops and equipment for their filling, loading, unloading into Ukraine», - Zheleznyak wrote.
The document says that due to the armed aggression of the russian federation, a problem has arisen in Ukraine regarding the provision of proper storage of grain due to the impossibility of sending it for export by sea with the simultaneous occurrence of a shortage of places for storing agricultural products. Many elevators have been destroyed, and the existing ones were not designed for such a volume.
The way out of this situation, according to people's deputies, is the use of temporary means of grain storage: sacks and sleeves (polyethylene sacks and sleeves, which can be loaded with up to 200 tons of grain and placed directly on the field), temporary silos, as well as machines (equipment) that are intended for their loading and unloading.
According to the authors of the document, it is necessary to import and install in Ukraine about 80 000 sleeves, at least 80 sets of machines (equipment) for their loading and unloading and temporary silos. But this is hindered by their lack and high prices - now one sleeve for storing 180 (200) tons of grain costs about 1 000 US dollars, while farmers suffer from low purchase prices for agricultural products.
As it was reported before, Ukrainian farmers plan to harvest 50 million tons of grain in 2022.
The Food and Agriculture Organization of the United Nations (FAO) has launched a 17 million US dollars project to help Ukrainian farmers preserve the expected July-August harvest and ensure the export of the most important agricultural products to international markets.
