According to the Ministry of Economy of Ukraine, provided by the Romanian Ministry of Foreign Affairs, the European Commission has taken a number of flexible measures to import / transit goods coming from Ukraine and that are subject to sanitary and veterinary and also food safety controls.

The National Authority for Veterinary and Food Safety of Romania (ANSVSA) has confirmed to the European Commission that it will accept all transit cargoes subject to veterinary sanitary control, if the goods are traceable from coming into to leaving the European Union.

Considering the above mentioned, in support of Ukraine, ANSVSA has requested the European Commission to provisionally approve the conversion of the Vikshani Dornesti (Suceava) and Isakcja (Tulcea) railway checkpoints, which are currently approved only for control of non-animal origin into the checkpoints for the transit of products of animal origin.

To ensure the track of goods, transit through the territory of Romania must meet the following conditions:

• be imported into the EU and provided for official control at an approved border inspection post (PCF);
• leave the territory of the EU through an approved PCF;
• they must be notified of their arrival at the PCF in accordance with Part 1 of the General Sanitary Document on the Importation of Products into the TRACES NT Computer System;
• be accompanied by a veterinary health certificate requested by the competent authority of the third country if the products of animal origin come from establishments not approved by the EC for export to the EU;
• the vehicle must be sealed.

For transit destinations for export to third countries via the port of Constanta, ANSVSA recommends that exporters transit goods through Romania in sealed containers, from the place of origin to the third country of destination, in order to comply with direct transit conditions without the need for unloading and transport operations from the vehicles in containers.

If the above-mentioned condition cannot be done, loading and unloading operations must be carried out in certified warehouses for non-compliant goods in the port of Constanta to ensure optimal hygienic conditions and traceability of goods, as provided for in Article 26 of Regulation 2019/2124, and the Romanian authorities should be able to control cargoes and ensure that it leaves the territory of the European Union.
